BLACK DUCK SIDING, NL: BWA SINCE 6/21/2000 -- “WE’RE APPLYING FOR A $25,000 GRANT.”



Fifteen km east of Stephenville, Newfoundland, the small farming and forestry community of Black Duck Siding has been on a Boil Water Advisory since 2000. There are 2 community wells. One was shut down by the operator in 2000 due to taste while the second has no disinfection system, affecting a population of 36. (Department of Municipal Affairs, Newfoundland Labrador Public Water Supplies)

WaterToday spoke with Lisa Delaney, owner of Dhoon Lodge, a country style log retreat and restaurant on 20 acres of scenic grounds with guided fishing and access to snowmobile trails and an RV park. The Lodge has its own artesian well, as do many of the neighbors. “I’m not aware of any advisory,” Delaney told WT. “I took over the Lodge in 2011 and I speak to a lot of people. The town is very small. If you blink you will miss it.” Delaney who moved back home to Newfoundland after a stint in Alberta said “It is so beautiful here and our water is great. Someone comes out from the government office to check it once a month.”

Delaney led WT to Sandra White of the Local Service District of Black Duck Siding. “I came here 5 years ago so I don’t know how long the bwa has been in place. We have 2 pump houses but only one is running. I don’t know why the second one is shut down. But for the one that is running, there is no disinfection system. We need to upgrade it.

A new person came out about 2 weeks ago from the Western Regional Wastewater Management and he’s going to help me apply for a grant. We need $25,000 to make it happen. I already have someone who will do the work.” White did not know how long the job would take “or if it can even be done in winter but we want to get this done as soon as possible.”
